Abstract

The digital society has turned the mastery of information and communication technologies into a condition of social, educational and labor participation, and technology management has emerged as the axis that articulates the incorporation of tools with the development of the human capacities needed to take advantage of them. Based on the literature of the 2019 to 2023 five-year period, complemented with indispensable recent developments, this research aimed to examine how technology management is oriented toward strengthening ICT skills, through an integrative review directed to the Scopus and SciELO databases that concluded with a corpus of 43 publications subjected to thematic content analysis. The results show that the literature documents a close relationship between the management of technological resources and digital competence; that effective adoption is explained by acceptance models and by competence frameworks such as DigComp, DigCompEdu and TPACK; that well designed training programs improve digital literacy; and that institutions present a deficient strategic integration of technology, with a reduced proportion of universities having formal IT strategies. It is concluded that technology management constitutes the condition of possibility for strengthening ICT skills and that its effectiveness requires the articulation of strategy, infrastructure, training and organizational culture.
